Why Do We Do What We Do?
According to the Census of Juveniles in Residential Placement, 79,165 of America's youth were held in juvenile residential placement facilities in 2010, and more than 6 in 10 of them were minorities. African-American youth are nearly 5x as likely as likely to be incarcerated as their white peers, and Latino and American Indian youth are between 2-3x as likely.
Why are youth making decisions that lead to incarceration? They say it's because their homes, schools, and neighborhoods are chaotic and unsafe. Where they need love, attention, discipline, control, role models and perspective, their home and school environments fail to provide for them.
And once they are released, their environments may be failing them again. Once released, about two-thirds (67.8%) of prisoners are rearrested within three years, and within five years about three-quarters (76.6%) are rearrested.
